
People-centred State-Building in Somalia
Overview
The Somali Center for Rule of Law and Good Governance (SomLaw) and JustPeace are working in close partnership to co-implement a program aimed at supporting inclusive and participatory approaches to state-building in Somalia. Grounded in principles of local ownership, the program is shaped by Somali perspectives, knowledge, and priorities, ensuring that its processes and outcomes reflect the aspirations and lived realities of the Somali population. This people-centred approach informs every stage of the program — from co-design and planning to implementation, learning, and reflection.
The program draws from critical analyses of previous externally-driven interventions in Somalia and similar contexts, while also incorporating insights from recent research and local practice. Consistent with JustPeace’s broader commitment, the program contributes to ongoing efforts to dismantle unequal power relations in international cooperation and foster more equitable and solidarity-based partnerships.
Alongside SomLaw and JustPeace, Open Horizons — a Nairobi-based charitable organisation — provides administrative and financial facilitation for the program. The program is guided by a Steering Committee composed of representatives from all three partner organisations. This Steering Committee works to ensure that program governance is inclusive, collaborative, and rooted in strong, trust-based relationships with Somali state institutions, civil society actors, and resource partners.
Envisioned as a multi-year process, the program began in September 2024 with the first project supported by the GFFO.

With JustPeace’s support, SomLaw has developed and is delivering eLearning courses on legislative processes for Somali state officials, and staff from the State Assemblies of Galmudug, Hirshabelle, Jubaland, Puntland, Southwest State, and the Federal Parliament. To advance inclusive governance and deepen public participation in legislative processes, eLearning opportunities will also be made available to Somali civil society actors engaged in advocacy and policy dialogue.
In addition, SomLaw’s legal advisors and practitioners will provide ongoing advisory support to the State Assembly of Galmudug, co-developing approaches that align with local needs and priorities.
The overarching aim of the project is to contribute to the development of a coherent, inclusive, and context-sensitive legal framework that reflects the rights, interests, and aspirations of Somali communities, strengthening pathways to peace and fostering conditions for social and political stability.
