Study: Conflict Early Warning and Response (2025)

About: This study explores how early warning systems can better prevent violent conflict and mass atrocities. While risks are increasingly identified, action often comes too late. State-led monitoring is frequently remote and resource-heavy, and civil society initiatives still struggle to turn analysis into timely response. The research reviews international literature and expert interviews to inform a Civil Society-Based Monitoring system. It highlights the value of combining local and global expertise, mixed methods, and both low- and high-tech tools. Clear objectives, collaboration, and context sensitivity are essential. The study calls for further research on how warnings lead to action and how flexible funding can enable faster, more effective prevention.
