People-centred State-Building

About

The People-Centred State-Building Programme re-examines prevailing approaches to state-building by advancing human-centred strategies that recognise the agency, dignity, and priorities of communities themselves. Rather than contributing to the external imposition of governance models, the programme focuses on processes that emerge from within societies, strengthening legitimacy, accountability, and trust between citizens and institutions.

Central to the programme is collaboration with civil society organisations, community actors, and state institutions in co-creating inclusive frameworks that reflect local aspirations and lived experiences. By drawing on diverse forms of knowledge — including academic research, practice-based reflection, and community learning — the programme supports more sustainable, equitable, and responsive state-building. It seeks to ensure that future governance structures are not only technically sound but also rooted in the realities of those they are meant to serve.

The first project of the programme, launched in September 2024 with German Federal Foreign Office (GFFO) support, partners with the Somali Center for Rule of Law and Good Governance (SomLaw) to improve legislative processes for Somalia and by this strengthen peace and stability in the country.

Project: Support to Law-making in Somalia’s States: eLearning, Advice and Civil Society Inclusion

With JustPeace’s support, SomLaw has developed and is delivering eLearning courses on legislative processes for Somali state officials and staff from the State Assemblies of Galmudug, Hirshabelle, Jubaland, Puntland, Southwest State, and the Federal Parliament. To advance inclusive governance and deepen public participation in legislative processes, eLearning opportunities are also offered to Somali civil society actors engaged in advocacy and policy dialogue.

In addition, SomLaw’s advisors provide advisory support to the State Assembly of Galmudug, combined with exchange formats for parliamentarians and local civil society representatives.

The overarching aim of the project is to contribute to the development of a coherent, inclusive, and context-sensitive legal framework that reflects the rights, interests, and aspirations of Somali communities, strengthening pathways to peace and fostering conditions for social and political stability.
